DWRF Water Main Lining Program

The City of Southgate experienced numerous water main breaks along major thoroughfares over two decades. These roads included Northline Road, Dix-Toledo Highway, Eureka Road, Helen Avenue, and Pennsylvania Road. Based on analysis of cost, location, inconvenience, and schedule, Hennessey Engineers suggested the most cost-effective solution - cured-in-place pipe liners within all five water mains.

In 2016, the City successfully obtained funding assistance through the Drinking Water Revolving Fund (DWRF) loan program. Construction began in 2017 and was substantially completed in November 2017. In total 10,159 lineal feet of eight-inch water main and 3,350 lineal feet of 12-inch water main lined, along with the replacement of 32 gate valves and wells and 19 fire hydrants. The cost of the project was approximately $3,400,000.

Hennessey Engineers provided design, plan development, and construction management for this project. For-Pal Construction of Taylor, MI was the prime contractor for this project with RJ&J Enterprises of Fourth Rockwood, MI, and GV Cement Contracting of Brownstown, MI as subcontractors.
